Comparing the Senate's Immigration Reform Proposal to 1986

In 1986, the Immigration Reform and Control Act (IRCA, or Simpson-Mazzoli) granted legal status to about three million unauthorized immigrants. As Congress attempts to once again address our broken immigration system, stakeholders on all sides of the immigration reform debate have sought to compare current proposals to the IRCA.
