Detroit's New Pension Dilemma

Detroit Emergency Manager Kevyn Orr values the city's unfunded pension liability at $3.5 billion, a number much higher than what the two retirement systems themselves claim is the right figure. 

The study upon which Orr based the higher figure hasn't yet been made public, but probably will be soon. In October, Detroit goes to court to prove that it's insolvent and eligible for bankruptcy. The case won't stand or fall by the pension figure, but anyone arguning that Detroit is not insolvent will surely say that Orr has exaggerated the pension problem.Some have already made this argument.
