When Is It Legal for a Cop to Shoot Someone?

Protesters in Ferguson, Missouri, have taken to the streets in frustration since a police officer shot and killed Michael Brown, an unarmed 18-year-old. Among their demands are that the Ferguson police publish the protocol handbook for officers, including the guidelines for use of deadly force, that the officer who killed Brown (his name has not been released) be fired; and that St. Louis County prosecutor, Robert McCulloch, charge the officer with murder.
