Why Is the Government Picking Winners and Losers?

Under the president's health care law, the Medicare Stars Ratings Program:

1. Leaves government picking winners and losers in seniors' health care,
2. Creates a system that punishes patients in poorer areas and threatens choices,
3. And ensures that the Center for Medicare & Medicaid Services is left using Stars as a tool to starve Medicare Advantage.
