Washington DC's city council approved a measure to pay people not to commit crime. The city would take up to 200 people who are at risk of committing crime and put them in therapy and other programs. If they stay out of trouble and meet all their obligations, then they get the money. The mayor has yet to sign off on the deal. Supporters of the measure say a similar program has worked wonders in Richmond, California where crime rates fell by 77%. More reaction from FBN's Kennedy.
