President Obama did not create the surveillance state that is starting to unravel before us now — the government’s massive effort to fish for the guilty in the sea of innocents’ phone calls and emails. But he clearly did nothing to curtail it, despite promises to the contrary, and he has evidently done quite a bit to expand it beyond anything that existed previously.
