Mortgage Reform Under Dodd-Frank

Dodd-Frank’s sixteen separate titles contain a number of provisions impacting the 

mortgage market. The financial services law firm Davis Polk estimates that 

Dodd-Frank will require 49 separate rule-makings in the area of mortgage reform 

alone. Of particular importance are those found in titles IX, X and XIV. These 

three titles have the most direct impact on the mortgage market and will be the 

focus of this paper.
