Prostitution: Philly's New Approach

For two days every month, courtroom 1103 is unlike any other in Philadelphia. Before the judge enters, at 10 am, the chamber buzzes with conversation. There is none of the awed, nervous whispering found in most of the building’s other rooms. Almost everyone, except Assistant District Attorney Derek Riker, is female.
