It was not the lack of an across-the-board lockdown that enabled COVID-19 to spread throughout the country. It was the lack of consistent compliance with public health measures intended to control spread. Keep in mind that, by the time lockdowns were instituted in the U.S. in March, the SARS-COV-2 virus already had spread throughout our communities.
I was warned of this in late February when I traveled to the Nebraska Medical Center National Quarantine Unit and was told of the imperfect system of detection at Dulles Airport by more than one Customs and Border Protection agent. Travelers didn't always admit they originated in China or that they weren't feeling well.
