Crises in Europe Could Become Problems for Biden

Most new presidents enter office with grand ideas for how they will shape the world and influence foreign affairs.

Early in 2001, the Bush administration notably allocated much of its defense and diplomatic resources toward countering China, only to have 9/11 reset its assumptions and redirect the course of history. Now, the Biden administration is also assuming China will be its defining foreign policy challenge, and perhaps it will.

But history will have its say, and the New Center has explored some back burner crises that could quickly move to front-burner problems that the Biden administration will have to tackle.
