As the One Big Beautiful Bill Act (OBBBA) faces a critical test in the Senate, opponents are pointing to a Congressional Budget Office (CBO) analysis to claim that the legislation will disproportionately help the richest Americans. Don’t buy it. The truth is that taxpayers at lower income levels are some of the biggest winners of the tax provisions in the reconciliation bill, to say nothing of the energy, education, and other policy reforms.
